Mayor Richard Daley will release his budget proposal this morning at City Hall.  Top budget officials have said that in order to fill the $460 million budget shortfall, as many as 1,000 men and women will be laid off.  On Tuesday, he announced a plan for a citywide government shutdown on the day after Thanksgiving, and Christmas and New Year's Eve.  The layoffs are expected to impact union members from a variety of local unions, with the most severe cuts coming to Laborers and AFSCME members.
