The Chicago City Council passed a provision Wednesday that puts the finishing touch on the mass transit funding solution.

The bill passed by legislators in Springfield last month generates roughly $530 million through a slight regional sales tax increase, but required an additional component to pass through the city.  That part, an increase to real estate transfer tax collected when buying a home, will generate millions to fund pension and health care obligations for transit workers.
